the question is the the cone cell or rod cell have passive properties or not.Their spike is same with cortex neuron, such as pyramidal neuron or purkinje neuron?.

One would expect the electrical properties of rods and cones to be well described in the
scientific literature.
Several papers in NEURON's bibliography
http://www.neuron.yale.edu/neuron/bib/usednrn.html
mention rods in their titles, and a search of ModelDB
http://senselab.med.yale.edu/senselab/modeldb/
for the word
rod
turns up several published models.
